Tax lid on local units forces unintended consequences

The Kansas Legislature’s desire to micromanage budgets at the city and county level - at a time when lawmakers have demonstrated incompetence in managing affairs at the state level - has reached a predictable conclusion.

A tax lid imposed by the legislature limits mill levy increases by city and county units of government to the average of the Consumer Price Index (CPI) over the previous five years. For the 2019 budget, that’s a limit of 1.4%.
