Claiming they were holding the line on government spending, Kansas lawmakers during the Governor Brownback era passed a tax lid that limits the growth of city and county budgets to the increase in the consumer price index (CPI). If a government entity wants to increase spending beyond the CPI it requires a vote of local taxpayers.
