WCAs create more visibility for conservation efforts

One of the key selling points behind a water conservation area (WCA) is that it’s a voluntary program.

Even though Wichita County, for example, is in the process of organizing a county-wide WCA, landowners are under no requirement to sign up for the water reduction plan.

So what’s the incentive? Why wouldn’t a producer and/or landowner simply choose to reduce irrigation usage on their own without entering into a five-year agreement?
