Initial studies indicate that groundwater recharge is possible

A sustainable aquifer and a strong agricultural economy have appeared to be two forces in direct competition with each other.

Even with all the attention focused on the declining Ogallala Aquifer over the past 20 years there has been a reluctance by many producers to voluntarily change farming practices for fear of how it would affect them economically.
